AN UNDOUBTEDLY UNIQUE USE OF PREPARED BISECTS FOR A DOUBLE RATE LETTER. Accompanied by copy of the description from the Lemley catalog (John W. Kaufmann, October 1977). Relevant history per Wikipedia: "Following the capture of Little Rock by the Union Army in 1863, the pro-Confederate States of America state government moved the state government offices to Hot Springs for a short time, then ultimately based the state government out of Washington, making it the (rebel) state capital until 1865."
Per The Bench and Bar of Washington County, Arkansas, 1828-1961 (page 9) "Wilburn D. Reagan came from Tennessee in 1830 and located in what is now Carroll County. He followed school teaching for two or three years and then began the study of law under Judge S. G. Sneed. In 1835, he was admitted to the bar and the next year elected to the legislature. In 1838 he removed to Fayetteville and in 1840 served in the General Assembly from Washington County. With the exception of some eight or ten years in Texas, he was a resident of Fayetteville." Lemley's son, Mac (Col. Kendall McRae Lemley), paid for the articles Judge Lemley wrote in the Confederate Philatelist to be reprinted in the back of the Lemley auction catalog, thus making it a valuable collectable handbook.
